. FOREIGN AFFAIRS AND - - CUSTOMS. By Telegraph. Press Association.—Copyright. (Received November 21, 1.11 a.m.) Tokio. November 20. The Marquis of Ito has been on a mission to Corea in orclei to arrange for the settlement of that country's. future status.
The Emperor of Corea has agreed that until his country is sufficiently strong to maintain its independence there shall be established at Seoul a Japanese Governor-General's Department ; that Japan shall control the foreign affairs of Corea, and that Japanese commissioners . shall be entrusted with the control of the Customs.
Japan, on the other hand, has agreed to maintain the prestige and honour of the Emperor of Corea.
After the war broke out Japan made promises that she would respect the integrity and independence of Corea. The terms of peace with Russia and the treaty of alliance with Britain, however, give her a free hand there. It will be observed that Japan's position in. Corea is very similar to that of Britain in Egypt. It will be many years before the indolent Ooreans are able to maintain their independence.
