COLLAPSE OF THE STRIKES.

St. Petersburg, November 20. The strikes here have collapsed owing to the leaders subordinating the political question to that of wages and hours.
The tramways here are idle, the gas cut off, and half the streets are in darkness.
Some shooting, fatalities have occurred in the suburbs.
Constitutional parties have been formed at Moscow. Kieff, and elsewhere to secure reforms on the basis of the Tsar's manifesto. ■'
