A COMPLETE FIASCO. By Telegraph.—Press Association Copyright. London, August 23. Reuters Agency reports that of the new Russian war loan of 200,000,000 roubles (£20,000,000) which the Minister for Finance endeavoured to raise internally, tenders have been received for only 20.000 roubles. The loan was required to provide money for the continuing of the war in the event of the peace negotiations failing. The interest offered was 5 per cent., and it was promised that repayment should take place by annual instalments, beginning in 1906. The refusal of money to continue the war doubtless has had something to do with Russia's' change of attitude at Portsmouth.
