REMARKABLE NAVAL DECISION.
BLACK SEA FLEET TO BE DISMANTLED. OFFICERS AND MEN GIVEN LEAVE. ' (Received July 3, 9.53 p.m.) St. Petersburg, July S. Rear-Admiral- Kruger has returned to Sebastopol from Odessa. On his return the admirals and captains of the Black Sea fleet held a council on board the cruiser Rostilav (8800 tons). Admiral Kruger presided. It was resolved to put the machinery of all the warships of the Black Sea fleet out of gear, and to authorise the officers and men to go ashore if they desire to do so. The battleship Ekaterina 11. (10,000 tons) had been already disarmed. Many of the sailors belonging to the reserve have been given two months' leave of absence. A state of siege has been proclaimed at Sebastopol and Nikokiefir
