London. May 5. Vice-Admikat. Penrose '.Fitzgerald (on the active list; of the British navy) has contributed to the Deutsche Revue an article in which he deals with Germany's hostility towards Britain. He says that probably Germany will attack in the event of England getting into trouble with another Power.

He expresses the personal opinior that if war must come it had better break out to-day than be postponed foi a number of years until Germany is stronger.

The article has created a sensation in Berlin.
