The Government of Newfoundland has despatched a revenue cruiser, with an inspector of police, a number of constables, and a magistrate on board, to the fishing grounds to prevent American fishermen obtaining bait. Hitherto the Americans have been allowed to obtair. bait. This action of the authorities has created much concern among the American fishermen. I I The Newfoundland bait ' question is I whether foreign fishermen are to be allowed to enter Newfoundland's waters and take bait without license or payment of any sort. Under the Anglo-French agreement, made last year, French fishermen are eni leu to free bait.
