A friend and confidant of the German Chancellor (Count von Bulow) has informed the Berlin correspondent of a French newspaper that if . France is willing she uiay approach Germany regarding Morocco. It would be much better to come to terms with Germany than to put too much confidence in Britain. FEELING IN FRANCE. (Received April 6, 12. a.m.) London, April 5. The Times' correspondent at Paris says the Kaiser's performance at Tangier has destroyed any prospect there was before of a rapproachement between Germany and France.
