ANOTHER REPORT.

London, April 4
The Tangier correspondent of the Times reports that the following is the correct version of. the Kaiser's conversation with the Sultan's re preventative:- He whs determined to maintain (he. absolute equality of Germany in regard to economic and commercial rights, and would not allow any Power to obtain preferential advantages. The Sultan was a free Sovereign of a free country, and Germany would never allow any Power to act as intermediary between her and Morocco. The present time was unsuitable foi the making of reforms, and these, should be founded on the Islamic law and traditions. What Morocco required was only peace and order. He would find means later of giving an opinion on these questions in detail. He added that be had made his views clear in conversation with the French Charge d'Affaires.
