London, April 8. Mr. Arthur Lee, Civil Lord of the. Admiralty, speaking at Gosport, denied that Britain was moving too fast in the matter of submarines. France had 60 and Russia 3-1. Whatever developments occurred, whether dangerous or not, Britain must always keep ahead, as her national existence depended on naval efficiency.
