KitfG Edward, at a Council held at Buckingham Palace, received the transferred seals of office in connection with the reconstruction of the Cabinet. * (Received October 11, 9.36 a.m.) -.:.-'■ London, October 10. It is officially announced that Mr. Victor; Cavendish, member for Derby West, has succeeded Mr. T. H. Elliott as Secretary to the Board of Agriculture, and that Earl Percy has succeeded Viscount Cranborne as Parliamentary Under-Secretary for Foreign. Affairs.
Mr. Victor Cavendish, has sat for Derbyshire West since 1891. He is the eldest son of the late Lord Edward Cavendish, M.P., and heir-presumptive to his uncle, the Duke of Devonshire. He was born in 1863, and educated at Trinity College, Cambridge. He was appointed Treasurer of the Household in 19Q0; Earl Percy was returned for South Kensington- in 1895. He is a son of the Duke of Northumberland. "■• He was born in 1871, and educated at Christ Church, Oxford (prize, for English verse, 1892). He was appointed Under-Secretary for India in 1902.
