REFORMS IN RUSSIA.

A UKASE has been issued here in pursuance of the Tsar's recent manifesto, which makes it clear that it abolishes collective responsibility of peasant communities for the taxes of thriftless members, and gives local taxes precedence, thus enabling better provision for local needs.
