A RUSSIAN SCANDAL.

(Received December 18, 12.26 a.m.) St. Petersburg, December 17. M. Kovalevsky, Assistant Minister for Finance,; who holds the position of Director of Commerce and Industries, has been compelled to resign owing to a laiason with an actress. The incident caused a sensation, inasmuch as Kovalevsky was considered the eventual successor to M. de Witte, Minister for Finance.
