The Times asserts that Count Lamsdorff, the Russian Foreign Minister, is going to Vienna, This is interpreted to mean that the' Balkan situation is grave, and that special efforts beyond the announced renewal of. the 1897 agreement are needed to circumscribe probable disturbance in the spring. (Received December 18, 12.26 a.m.) Constantinople, December 17. The Porte has asked the Powers to intervene at Sofia in order to stop the agitation in Macedonia. ,
