PROPOSED SHIPBUILDING PROGRAMME. /
B.v Telegraph.—Press Association.— (Received April 29. 10.40 p.m.) Washington, April 29. The Naval Committee of the House of Representatives recommend the construction of two battleships of 16.000 tons each, and two armoured cruisers of 14,000 tons each. A contrast is drawn between America's programme and Germany's enormous naval scheme.
