Mr. Ritchie, Home Secretary, recently 1 received a deputation who urged the need of a reform in the licensing, laws, in various specified directions. Sir Algernon West introduced the deputation, and among those .who spoke were Lord Windsor, Lord Hene- ' age, the .Bishop of Winchester, Karl Grey, and Sir John Kennaway. Mr. Ritchie in - feply, said that though there was practical unanimity throughout the country as to the v extent of the evil they desired to remedy, '§;; there was not the same unanimity with regard to the mode of dealing with it. He Pointed out the great divergence of view and "21 that existed among temperance reformers an the subject of compensation, and referred ' jo his experience in 1888. when an attempt to reduce publicbouses on the basis of compensation led to a violent agitation, and had to be withdrawn, He had some doubt - .■"■.' Whether a reduction in the number of public- ' : " houses would be attended with such benev>-.= "Cial results as seemed to be anticipated, ~ .and thought that reforms in th? housing and rational recreation of the people might • e, in the long run, more effectual than any amendment of the licensing laws.
