Advices from Pekin report that the conference of Ministers is at a standstill pending references on various points to the Powers. • AN APPOINTMENT RESCINDED. Hongkong, November 22. Owing to a number ot indignant protests lodged against the appointment of Cheng, a notorious antiforeigner, he has been made Salt Commissioner instead of Taotai of Shanghai, his appointment to which was assigned in July last. ENGLAND AND THE YANGTSE PORTS. Hongkong, November 22. Admiral Seymour and Mr. L. Warren, British Consul at Hankow, have left Shanghai on a visit to the Yangtse ports. GERMAN CONSULATE AT NANKIN. •■-■• Hongkong, November 22. Germany is establishing a Consulate at Nankin. AMERICA AND THE PEACE PROPOSALS. Washington, November 22. Mr. Conger, the United States Minister in Pekin, has been instructed to resist the clause in the proposed treaty of peace, relating to separate revision of trade treaties, because such revision foreshadows special concessions to those who are foremost in intriguing, besides producing complications. i
