SPEECH BY SIR GORDON SPRIGG. PMMAesMlntion.-BlectricTelepaph.-Copyrielit. London, August G. Sir J, Gordon Sprigo, Premier of Cape Colony, speaking at a banquet in London, said he was of opinion that a general Council of Advice had better precede the confederation of the empire, which perhaps might be possible next century. The colonies and the nation were now convinced of the necessity of maintaining the empire unimpaired, and of extending it at every lawful opportunity.
