The Daily News publishes a telegram from its New' York correspondent to the effect that Mr. Oluey, Secretary of State.in President Cleveland's Cabinet, has decided to leave the question of the attitude of the United States towards the Cuban robols to Mr. McKinley'a Cabinet. Madrid, January 21. The Premier, Don Canovas del Castillo, is stated to view the situation io Cuba with serious disquietude. The failure of tho Spanish troops to quell the revolt has greatly alarmed him, and it is reported that he has threatened to resign unless General Weyler, who is in command of the Spanish forces in Cuba, succeeds in crushing the rebellion before the commencement of the rainy season.
