The Daily Telegraph's Vienna correspondent wires that the Porte's refusal or delay will mean the massacre of 15,000 Christians. The British, Russian, and French embassies "are not satisfied with the reform works being carried out by the Armenian Commission, It is stated that the Russian Government would not accept the effective measures proposed by tho Sultan, hence their abandonment.
