The terms of the Convention which has been set up with regard to the seizure of the barque Costa Rica Packet, provide that Great Britain and Holland shall invite a' third Power to nominate jurists to consult and arbitrate as to the amount of damages to be paid to the captain, officers, crew, and owners of the vessel, consequent on the detention of the captain.
