Press Association.—Electric Telegraph.— London, September 13. The Pall Mall Gazette, commenting on the Mercantile Bank prosecution, says the dilatoriness of the authorities, contrasted with the swift vengeance meted out to James Thompson for a technical offence, is a caricature on justice.
