Berlin, September 12. The Kaiser, in bidding farewell to the inhabitants of Alsace-Lorraine, said his visit had convinced him that the people now realised that their's was to be an indissoluble union with Germany. After a long struggle over the ArmyBill Germany was itself again, and now stood shoulder to shoulder in the work of preserving the peace of Europe.
