London, July 13. Mr. Dibbs addressed a numerous audience to-day, chiefly in defence of colonial finance. He insisted that a syndicate would purchase the New South Wales railways to-morrow at the price of the colonial debt, if the Government were willing to sell M. Pardon, formerly Governor of New Caledonia, is favourable to Mr. Dibb's proposals for the cessation of convictism in the island, and expects that the discussion with the French authorities will result in an amicable arrangement being arrived at without difficulty.

London, July 14. M. Pardon recently informally suggested to Mr. Dibbs that it was likely 'ranee would cease sending recidivistes, and in the course of a few years would remove those already in New Caledonia, if England would allow France full control of the New Hebrides.

No suggestion has been made for the exchange of Islands.
