115 to 15, favouring the repeal of the special privileges granted to illiterate voters under the Ballot Act.

The Hon. A. J. Balfour, late chief secretary for Ireland, but now leader of the House of Commons, declared that it was impossible to give effect to the terms of the motion this session.
