London, February 28. General Booth, iu an article in the Contemporary Review, condemns the meagre attention displayed in England on the social question. He praises the English qualities in the people, but says the Governments are afraid to really govern. The amount of gambling carried on is terrible. He advocates the compulsory transfer of the population from the cities to the country. Darling Downs district alone would be capable of supporting the whole submerged tenth of England.
