The portfolios are allotted as follows : M. Loubet, Premier and Minister of the Interior. M. Ribot, Foreign Affairs. M. Rouvier, Finance. M. de Freycinet, War. M. Bourgeois, Education. M. de lticard, Justice and Public Worship. Admiral Cavaignac, Marine. M. Vietho, Public Works. M. Develle, Agriculture. M. Roche, Commerce and the Colonies. M. Constans, Minister of the Interior in the last Cabinet, is excluded from the new Administration, and frwas the diiliculty caused by his claims that delayed the formation of the Ministry. M. Loubet is a Moderate Radical, and the policy of the Government will be to resist clerical aggression and maintain a pacific foreign policy. The debate in the Chamber of Deputies on the motion to deprive the President of the power of appointing Ministers was adjourned. Paris, February 29. The French Press receive the new Cabinet coldly. The majority of the papers declare that the exclusion of M. Constans, late Minister of the Interior, is due to an intrigue among the President's adherents.
