The despatch of an ultimatum to Chili, " demanding the cancellation of the cirI cular to the Chilian Legations in [ Europe, is confirmed. The British Minister at Santiago has offered to mediate. p Washington, January 28. The ultimatum issued to Chili by the United States Government does not make reference to any of the recent incidents which have taken place in Valparaiso. It is simply a defence of • Ec;an against the complaints made by ' the Chilian Government. In a message to Congress President Harrison declares that the United States' demands should be enforced, and they must protect; the prestige and dignity of Government officials in foreign lands against insults and bru« tality. i In New York the message has beea received with complete indifference, and nobody believes war is possible between the two countries. The message has been referred to the Foreign Committee. Stocks are not affected.
