London, September 8. The Marquis of Salisbury declares that Russia has 110 exclusive right to the Dardanelles. It is considered unlikely that Germany or Austria will move in the matter.

St. Petersburg, September 8. The Russian Government denies the opening of the Dardanelles applies except to a volunteer fleet and merchant vessels.
