Washington, September 8. Experiments are shortly to be made upon the possibility of preventing early or late frosts by creating clouds. The experimenters rely on the wellknown natural law that there is never frost when the sky is cloudy. SUFFERINGS OF SAILORS. Washington, September 8. Four hands on the Royal Tar which has put into San Francisco died of fever contracted in German New Guinea. She sailed on June 5. Her stores were exhausted, and the survivors of the crew were toothless and scarred with gangrene, the effects of scurvy. Three of them worked the ship from Samoa, and as the remainder were unable to give help they were kept on duty night and day all the way. . CORRUPTION IN CANADA. Ottawa, September 8. At the request of Sir H. Langevia his resignation as Minister of the Public Works Department has been accepted by the Cabinet. THE CHARGES "AGAINST THE LESSEPS. Paris, September 8. The police have searched the houses of the promoters of the Panama Canal for evidence in the charges to be brought against MM. Ferdinand and Charles De Lesseps in connection with the raising of funds to continue the operations of the Panama Canal. Later. The police who searched the houses of Lesseps and his son succeeded in seizing a number of documents bearing upon the prosecution which is to be instituted against the famous engineer. THE BULGARIAN PLOT. Sofia, September 8. The house of Bishop Methodius in Sofia has been searched, and the archives seized, as lie is suspected of being implicated in the murder of M, Belohiff, Bulgarian Minister of Finance, who was shot dead on the night 01 March 27th.
