The Chief Justice grave his decision this afternoon upon an application for a special jury in the case against Coleman Phillips for dummyism. ' He said that in looking into what authorities there were he ' had concluded that this was a case in which a special jury might properly be granted on the defendant's application. It was a kind of State prosecution, and was of an unusual character, and notwithstanding the opposition of the Crown a special jury would be allowed. It must not be understood, however, that he was laying down any general rule.' The trial was provisionally fixed for the 17th inst. v • '
