It has been agreed to renew negotiations for reciprocal arrangements between Canada and. tho States on October 25. Washington, April 13. The President and Secretary Blaine have disagreed over the question of Canadian reciprocity, and it is expected that Mr. Blaine will contest the next Presidential election.
