THE BOUNDARY COMMISSION.
THE PREMIER RECKONING WITHOUT HIS HOST.
[BY TELEGRAPH. —OWN CORRESPONDENT.] Wellington, Tuesday. A number of political rumours aro current, and here is one which discusses tho Ministerial career during next session. The notion has beon that Sir H. Atkinson will have it all his own way in regard to the reduced number of members, and the elections of 1890-1. It is now said that he will have a very serious impediment to overcome. This impediment is the appointment of the Boundary Commission and Commissioners. •It appears that this appointment is in the hands of the House of Representatives, and as some change of opinion has taken place on tho subject of the reduction of the number of members, the House, influenced by a growing Opposition, will refuse to appoint it, so that Sir Harry has been reckoning without his host. The sequel to this is that if the Premier should apply to the Governor for a dissolution, it will bo refused for the following reasons: —1. That the question being one relating to the constitution of Parliament, must be determined by Parliament; (2) that Lord Onslow, being a now Governor, is not likely to grant a dissolution upon such a question. The wish is, no doubt, the parent of tho rumour.
