Paris, December 13. After renewed efforts, M. Tirard has finally succeeded in forming a Ministry, in which the following portfolios are allotted : — Premier and Minister of Finance, M. Tirard ; Minister for Foreign Affairs, M. Flourena; Minister of the Interior, M. Sargien; Minister of Justice, M. FalliereS; Minister of War, General Lorgerot; and Minister of Marine, M. Da Mahy.
