YOUNG CRIMINALS.
[BY TELEGRAPH.—rKKSS ASSOCIATION.! CußisTcnußOii, Tuesday. The criminal sittings of the Supreme Court opened yesterday before the Chief Justice, who in his charge to the Grand Jury said : —"I lind there arc twenty-one persons, against whom thero are 27 charges. The number, I believe, in rather greater than usual at tho criminal sittings here. I regret that amongst thom are several youths—lads of 16, 17. IS, or 19 years of ago—and that more than one of these appear to bo returned as New Zealand born. These are features which are not by any means satisfactory. I regret ako to state that there is no adequate means of dealing with prisonora of this at»e should they bo convicted. They are too old for reformatories. It is not desirable that thoy should be sent to gaol where there is no provision for classification. The probation system, again, will not apply to these persons, because they require to be put under the control of some strict but well qualified master. There is no provision under which this can be done in New Zealand."
