Hobart, February 2. The Hon. Mr. Service, President of the Federal Council, stated yesterday that he recently received a despatch from England, which Bhowed conclusively that there still ia danger of recidivistes being deported by the French Government to New Caledonia.

The Standing Orders, which wil be brought under the consideration of the Federal Council to-morrow, provide for the appointment of a standing committee, empowered to transact business during the recess of the Council. They further provide that Bills intended for the consideration of the Federal Council rnuet be forwarded to the Standing Committee one month before the meeting of the Council.

In the Federal Council to-day Mr. Griffiths' Bill fixing the status of foreign companies was under discussion, and after a long debate the consideration of the subject was adjourned. On the motion of Mr. Lee resolution was passed recommending action on. the part of the colonies with the Imperial Government in the fortification of Albany and Torres Straits. The question of the erection of a lighthouse on Cape Leeuwin was'jiot pressed, and eventually was withdrawn.
