THE DISSOLUTION RUMOURS.
[BY TELEGRAPH.OWN correspondent.] Wellington, Monday. Upon the subject of the coming dissolution, the Hon. Mr. Ballance told me to-day that nothing was decided as yet, but that it will be much better to have the dissolution before the date at which the next session of the present Parliament would probably be fixed. He considers that thero is abundant precedent for going to the country in the present state of parties and public opinion. The precedent upon which he appears to rely is that afforded by the action of Mr. Gladstone in 1574. It does not appear to mo that the case cited is quite analagouß to the- present position of affairs in this oolony. However, it is alleged that the Government may dissolve Parliament at any time by virtue of the Royal prerogative. There is of course, no answer to the argument of the prerogative, except this, that the Governor would think himself bound by precedent, or the absence of precedent, and would expect to find a strictly analagous case to be adduced before exercising this discretion. As to the convenience of dissolution before the date ot the next session of the existing Parliament, the Hon. Mr. Ballance said that if taken soon the cost and inconvenience of two sessions in one year would be obviated, aud this appears to him to be a very important consideration.
