[REUTER'S TELEGRAM*. J MR. SERVICE ON THE FEDERAL - COUNCIL. Melbourne, May 28. Mr. Service's reply to Mr. Stoat's circular on .the subject of Federation has been made public. Mr. Service expresses regret that the New Zealand Government did not formulate its yiewe earlier, and states that the Federal Council as proposed would not interfere in the luteal autonomy of the respective colonies. :Mr. Service concludes by expressing his conviction that the Federal Council, if deprived of the power of legislation, would be no better in result than the recent conference.
