CITY COUNCIL.

Th» ordinary meeting of the City Counoil was held last night. Present: His Worship the Mayor (Mr. W. R. Waddel), Messrs. Holland, Mackechnie, Cooper, Devore, Dignan, Connolly, Montague, , Crowther, Kidd, Goldie, Waymouth, Barns, Masefield, Aickin, lDpton. , , . Transfer,— S. Jackson, ]unr;, wrote asking the Council's consent to the transfer of lease of Honghton to Macfarlaue.— Granted. ; Right-oi-way. — Messrs. Devore and Cooper wrote enclosing deed of conveyance from Williams to Maugham showing right-of-way of three feet one inch wide fronting Collingwood-street, and , asked - consent of Counoil to it. The passage was strictly a private one.—The Engineer in his memo, ad no objection to the application, and recommended it to be granted on the usual conditions. —Complied with. Hoarding.—Mr. R. B. Wiseman, Auokland Bill Posting Company, wrote, asking for sole right to erect hoardings on the site of the new town hall, Grey and Queenstreets, for advertising purposes until the hall is erected ; to have the right of erecting and using a hoarding for above purposes. They would be of wood, 10 feet in height, and kept in repair by applicant. Referred to the Streets Committee.

Boildiko.—Mr. George Rhodes requested amission to erect a permanent building in ustoms-street West. He asked to be allowed to ereot it three to four feet above present level of stand, to deposit earth in front of the building. The Engineer in his memo, recommended that the matter should allowed to stand over until the building was in progress, as the width of road would not permit of earth being deposited en the road, It was agreed to reply in accordance with the Engineer's recommendation. Cob den-street. — Mr. J. Nesbitt forwarded a lengthy letter re the removal of earth from his property in this street, and complaining of the stench from the man-hole which had been erected on his property in the culveat.The Engineer reported that the applicant had not any more reason to complain than other persons situated in. the same way.—Mr. Nesbitt was present, and was granted permission to make a statemeut in support of his letter. He complained of trespassing on his property in connection with the manhole, and referred generally to the trouble he was put to by the erection of culvert and the accumulation of drainage. —In reply to Mr. Burns, the Engineer said the manhole was over the sewer.—Mr. Garratt moved that the letter be referred to the Streets Committee. — Mr. Orowther thought the matter should be dealt with at that meeting.—The Engineer stated that it .was necessary that the man-hole should be erected on Mr. Nesbitt's property, but it could be closed by him, and mignt not be required for 20 years.—Mr. Aickin moved as an amendment that no action be taken in the matter.—This was carried.—Mr. Montague then moved; as a further amendment, that it be referred to the Legal Committee. This was carried, and on it being put, beoame the substantive motion.

Cas«ade-street. — An application from Mr. J. Robs, to be allowed to deposit earth,, the Mayor reported, had been granted in aocordace with rule passed by the Council. Footpath — Mr. P. Gleeson drew attention to the state of the footpath opposite his property in Customs-street Weßt. —lt was agreed to spread some scoria, and the Engineer make such repairs as may be necessary.

Hobson-street—Messrs. Hesketh and Richmond wrote on behalf of Mr. D. McGregor re excavations on his allotment at corner of Hobson and Moore-streets, offering the Council the earth if they will excavate it to level of Hobson-street within two months and no liability to be attached to the owner of the property. —Kefsrred to the Streets Committee. Roberts' Patent Sanitary Process. — Mr. T. Roberts wrote asking an interview with the Council that he might be able to demonstrate to either the Council or a committee the advantages of Robert's Patent Sanitary Process. —lt was agreed that Mr. Roberts should meet the Streets Committee on Wednesday. ' Mr. J. A. Magarty.—A letter was read from Mr. J. A. Macarty, late of the Engineers' office, asking for two months' notice in leaving the employment of the Council.— The letter was received.

Petitions. Mr. Holland presented a petition from ratepayers in Arawa-street and Carlton Gore-road, asking for a drain in these streets, whioh was received and referred to the Streets Committee. —Mr. Montague also presented a petition from the ratepayers in Wellesley-Btreet West, asking for connection to the sewer, was similarly doalt with. Jkrmyn-STBket. — A petition was received from' residents in Jermyn-street drawing attention of Council to the condition of the eastern end of the thoroughfare.Received and referred to the Streets Committee. The Streets Committee Report.—The Streets Committee recommended as follows : —"Memo, from City Engineer re section 53: That cutting be done in terms of Engineer's recommendation ; work to be tendered for. Letter from G Rage re footpath Vine-street: That the Council give applicant the sum of £5, provided he build a small footbridge and make the footpath to the satisfaction of City Engineer. Letter from W. Edgar re drain West-street. Letter from Mrs. F. Wells re ■ewer East-street. Letter from L. Pitkethley re damage to ttees South-street: That no action be taken."— W. Crowther, Chairman. Adopted. Wolselet-stbeet. —Tenders were opened for works in this street as follows :— Charles Molloy, £392 7s 3d ; George Knight, £409 lis ; John Dall, £419 9a ; Thomas Catran and Co., £419 ; William Lovett, £448 14*; William Hanks, £348 -4s 4d (accepted) ; James Cleghorn, £505 12s 3d. Works in Grajton-road.—The following tenders were opened for works in Graftonroad:—Mason and Mcllwraith, £565 13s 2d;. Alexander Arohibald, £530 19a 6d (accepted) ; James Cleghorn, £660 15s 3d ; J. T. Knight, £532 13s 3d. Church - street, Ponsonby. — Tenders for work in this street were opened as follows : — John Dell,. £158 12s ; Alex. Arohibald, £77 (accepted); Thomas Cat ran and Co., £103 18s ; J. Alexander, £107 7s ; William Hanks, £94 17« ; James Cleghorn, £144 5s 4d; B. Berry, £114 6s 6d. Fixing of Levels in Ponsonby Ward. —The question of fixing of levels in seven jtreets in Ponsonby Ward was deferred for a week,

Miscellaneous.— Accounts were passed 'pi pay, and balances and returns read from the various departments. : Engineer for Pomfing Station.—Forty - two applications were opened for the position of engineer to the pumping station, and referred to a speoial meeting to be held at (our o'clock on Monday afternoon. : Iron Work.—Mr. Tait's tender for ironwork was accepted. ■ . *•■ ■ Assistant Clerk. — The Town Clerk asked for authority to advertise for a clerk in place of Mr. Heape, who had, left the colony.—On the motion of Mr. Garratt, it was agreed to refer the matter to the Legal Committee, the temporary clerk to fill the position in the meantime. Draughtsman. —A memo, was received from the Town Clerk, asking for authority to advertise for draughtsman at a salary of £175, in Engineer's office, to fill position vacated by Mr. Kennedy.— Carried.

Newton Highway District. —A memo> was read from the Town Clerk, stating that the Newton Highway Board had not replied to the request of the Council for the payment ■of contribution (£927) towards construction of boundary road, and recommended that if an arrangement was not ome to, an application be made to the *LM. in pursuance of the Municipal Corpo•ations Act and Public Works Act.—Reerred to the Legal Committee. . Valuator.- The question of fixing the •*,lary of the Valuator for the current year . lame on on the motion by the Mayor that it ttarid' at last year's amount, £226.— Mr. Aioki'n moved that it be raised to £250, but \ motion being then before the Council that the ' business be gone through with after ten Vclock having been lost) the question of the 'Valuator's salary dropped. - v
