The new rules of Parliamentary Procedure were to put a stop to obstruction, and enable the business of Parliament to be carried on with regularity and despatch. But in this respect they do not appear to have been at all successful in improving matters. Speaking at a Liberal banquet in London, Mr. Gladstone stated that the course of the Government in Parliament was hampered, and many desirable reforms delayed by what he termed 1 ' artful obstruction." The ssme thing used to be said by the Tories when they were in office. The trial of the prisoners accused of attempting to murder Mr. Field, the jurymau in Hynd's case, in November last, commenced at Dublin yesterday. Sir Harry S. Parkes, K.C.8., has, it ia announced, been appointed to succeed Sir Thomas F. Wade as British Minister at Peking. His Excellency the Governor, accompanied by his Private Secretary (Mr. Pennefather), paid a visit yesterday to the Onehunga Ironworks, and was shown over them by Mr. John Chambers, who explained to him the process of working iron direct from the sand. His Excellency went carefully into the details of the manufacture, and expressed his pleasure at seeing sach a very important industry established in the colony. Wrought iron blooms were being made with coal only, to prove that Waikato coal will answer all the purposes quite as well as charcoal. The trials with Taupiri coal, now going on, show clearly that it ia not necessary to use charcoal at all. His Worship the Mayor (Mr. J. M. Clark), Mr. James Stewart (C.E.), and Mr. E. Otway (of the Public Works Department), were also present during His Excellency's visit. At a special meeting of the ratepayers of the Mount Eden district the closing of one road aad the opening of another for public convenienct .was authorised, and the Board obtained power to accept the alteration and take tbe oeoteeary steps.
