PARNELL BOROUGH COUNCIL.
A SPECIAL meeting of the Parnell Borough Council was held list night to consider borough levels. Present : His Worship the Mayor (in the chair), Messrs. Winks, McKenzie, Herbert, Barber, Davies, (Jlaytoa, Hood, and Mullins.
Minutes.—The minutes of special meetings held on 20th and 21st February were read and confirmed.
Bokodgh Levels.—The levels of the Manu-kau-road were first considered. A plan embodying the proposed gradients in this road recommended by the Engineer to the borough, was laid before the Council, and also the :tlteratibns in these plans suggested to thu Engineer by tho Council. These levels had all been considered by tho Council at previous meetings, and the meeting reconsidered the suggested alterations it hill made to the Engineer.—Captain McKenzie moved, "That Mr. Borlan be consulted with regard to tho proposed alterations in M-.iuukau-road as to extra cost, and how it would affect llohaon-street." — Mr. Mullins seconded the motion, and called attention to thu f*ct that Hobson-street, although shown on the plan, was not a dedicated road, beinj; private property.—The motion was passed unanimously.
AuiiITIO-VAL LEVELS. —A. showing certain projected additional levels for private stroers was iaid on the table, and utter u biief iliciission it was agreed to defer the consideration of the same.
The St. Georgia's Hay-road Nuisance.— The Town Clerk ie.id a letter from Mr. John M. Mowbrayin reference to the nuisance caused by the drain from Sir. Sadler's property. In order that there might ho no misapprehension as to his intentions to afford facilities for the abatement of the nuisance, Mr. Mowbrny stated that hn would allow a properly juinted clay pipe of a sufficient size to carry ofE the waste water from the drain cu-i>ii!aine,l of to be laid through his pnddock, provided the pipe was made to discharge itself beyond the back door of the house on the adjoining allotment.—Satisfaction was expressed at -Mr. Mowbray'a conduct in the matter.
Permanent Levels and Drainaoe Leykls. —Tin; plans showing these levels were laid oa the table, anil the Engineer's report respecting them was read and discussed. The plans had special reference to u number of private streets in the vicinity of Avenue-road, the proposed permanent levels of which have been submitted for the approval of tlie Council. The report stated that the works required to obtain a gradient of 1 in 1) or 1 in 10 in some of the private streets would entail an enormous outlay and deep cuttings, aud that such an outlay was beyond the means at present available. That being so, the Engineer recommended tho postponement of the fixing of their permanent leveis until a futiirt and more favourable period. In regard to the other private streets, the report stated that good gradients were obtainable at a moderate expenditure. Respecting the scheme of drainage levels, it was stated that it would be foun.i economical to form and drain tho streets at tho same time, and that a considerable saving would be effected in drainage if the embankment between tjnion-street and Gibraltar Crescent were first formed and consolidated, as the outfall drain to the Domain gully would thereby be avoided. The report suggested that property owners should be reqHirfid to have drains laid by the contractors daring the progress of the work. The estimated cost of carrying out the drainage scheme was set down at £6990 8s 4d. After a short discussion it was resolved, on the motion of the Mayor, seconded by Captain McKenzie, to request the Engineer to meet the Council anil explain tho scheme in detail.
THE 'W'atek Question.—The Mayor ro.id an exhaustive report.on this question, which the Engineer had supplied to the Council in 18S0. The report, after inviny a mass of information bearing on the subject-, stated that tho cost of providing a water supply for the borough would probably be £2016. Another estimate made recently by Messrs. Jlorrin and Co., put the probable cost down at £1950. In the discussion which followed, there was a unanimous feeling iu favour of the adoption of a carefully prepared water and drainage scheme for the borough, und the scheme submitted was generally approved of, tho aggregate amount of the loan necessary for the work being variously stated at from £10,000 to £12,000. No final decision, however, was arrived at, and the meeting was ultimately adjourned until this I evening (Wednesday).
