TO THE ELECTORS OF THB DISTRICT OF FRANKLIN. f"1 ENTLEMEN, —A vacancy having occurred in \JC the representation of your district by the resignation of Mr. K. Graham, I have the honor to offer myself as a Candidate to represent your interests in the House of Representatives. Should' you do me the honor to return me, my best exertions shall be directed to obtain eimilar laws for both riices, and to carry out, in its moet extended sense, the principle of local government. I remain, Gentlemen, your obedient servant, W. BUOKLAND. Grafton Eoad, May 26, 1868. FEANKLYN ELECTION. TO WILLIAM TURNBULL SWAN, ESQ. SIB, —We, the undersigned miners and other* inhabitants of the Thames Gold-Fielde, and electon of the District of Frankljn, desiie that we may be represented in Parliament by a man who will adrooate our interest!, and uphold our rights. Such we believe we shall find- in you, and we thereioro request that you will perinit yourself to bo put in nomination at the approaching election, when we pledge ourselves that we wi'l use erery effort to secure your return. We are, «ir, yourg, &c, HERE FOLLOW 727 SINSNATOKEa. TO THE ELECTORS OP THE DISTEICT OF FEANKLYN. /~*i ENTLEMEN, —I have received a Requisition \JT signed by 727 inhabitants of your District, resident on the r lhames Gold Field, the holders of miners' rights and business licenses, requesting me to allow myself to bo nominated for the seat in the j House of Representatives vacant by the resignation of Mr. Robert Graham. It would be a neglect .of duty on ray part if I refused to comply with tfie'reI quest mado to me by so numerous and influential body of requisitionist3; I therefore consent to stand. You will natutally expect somo ospre»sion of political opinions from one who has not hitherto t en part in public affairs. I am in favor of the application of the principle of local self-government to the out-districts in every province of the colony. I shall be prepared to vote for such an extension of the same principle as will give to that part of your district situated at the Thames, and to such other parts of the province of Auckland aa may roquire it, a full control over the local and other revenues raieed within their limits, eubjeot only to such deductions as may. be necessary for the satisfaction of the Public Creditor. The Gold-Field Act at present in force, in my opinion, requires alteration, so far as the Thames goldfield is concerned, with respect to the necessity of having a separate miner's right for each share held. If returned, I shall endoavour to secure such an amendment of the Act as will meet the necessities of the ease. The export duty on gold is at present, as you are aware, 2d. 6d. perounce. As the value of Thames gold is, on the average, far below that found in any other portion of the colony, a drawback should therefore be allowed on all gold at present exported from the Province of Auckland. This drawback I shall endeavour to obtain. I am opposed to the imposition of additional taxation en the Colony generally, and shall support any Government prepared to make an honest effort to reduce colonial expenditure. Previous to the day of polling I will address you more fully on the abovo aud other subjects, and will afford you an opportunity of questioning me freely upon them. I have the honor to be, Gentlemen, Your obedient servant, W. T. SWAN. Shortland, June 17, IS6B. NOTICE OF REMOVAL. J. P.
