PROVINCIAL COUNCIL.

Thb Council met yesterday at tho usual hour. There were no petitions, A message was received from the Superintendent, in reply to the address No. 2 of the Council, stating that he would co-operate with the Council in carrying out Government. The announcement was received with loud cries ot " hear, hear." Tho question standing in tho name of Mr. Stark was postponed, pending the inquire obtained by Mr. Wynn into tho conduct of Captain Wing, Harbour Master and Pilot of the Manukau. Mr. Wynn moved for leave to bring in a bill to amend the City Board Act of 1863. Leave was granted, and the second reading ordered for this day. Mr. A. Clarlie moved that the petition of certain colonists, relating to Mr. Busby's claim on tho Government,' should bo referred to a select committee. Tho motion was agreed to. A motion by Mr. Wynn, affecting Captain Wing, as harbourmaster and pilot of tho Manukau, was agreed to, and tho subject referred to a select committee. A motion by Mr. Newman, for returns of land disposed of by tho Government in Maungatapere, Maungakaramea, Ruarangi, Te Mata, Ruakaka, and Waipu; also, W aikiekie, Mareretu, and Wairau (lying within the boundaries of the purchases mado by Mr. Busby from tho natives of New Zealand —when New Zealand was an independent country—was agreed to. The return is to distinguish between lands disposed of as free grants and those sold as specifying sums paid for the same, &c. A resolution of "thanks to Captain Hope, of H.M.S. Brisk, was agreed to unanimously. A motion by Mr. O'Neill I as to the necessity of repealing the Appro- I priation Bill, for the purpose of re-casting the estimatea of expenditure, was agreed to. Mr. Gilfillan moved certain resolutions relating to the question of a dry dock in tho Waitemata. The first was' agreed to by consent. Mr. Creighton withdrew his metion for the printing of certain return*, reports, and papers. A motion by Mr. A. Clark for a return of past duebonda on account of assisted passages waa agreed to, A resolution of thanks to his Honor for the promptness and satisfactory naturo- of his reply to tho address of the Council, in respect to Responsible Government, was agreed, to. A very animated debate upon the proposed alterations in the Waste* Lands Aot took place. An amendment, by Mr. A. Martyn, to the effect that the Government could proceed in the form of submitting resolutions to the Council, was agreed to. The Council adjourned at ten minutes past ten o'olock.
