Preliminaries of peace have been arranged, and an armistice was signed at Vienna yesterday, the basis of which is that Latin berg and Sehleswig-llolstein are to be added to the territory of the Gemll.ll Powers. The islands in the North Sea are also to go with Sehleswig. The island of Ano remains witli Denmark, and the Jutland frontier question is to be re-considered.. An estrangement has taken place between Prussia and the minor German States. AMERICA. The Confederates have recrossed the Potomac with immense spoil. Negotiations lor peace have miscarried. The Federals demand a restoration of the Union and the abolition of slavery. There is.a movement in the North in. favour of Separation. General J ohnston has been superseded by Hood. President Lincoln demands half a million volunteers. Secretary Stanton's removal is anticipated. The judgment of the House of Lords has been given in the celebrated Yelverton case. The judgment was against the claim of Mrs. Longworth Yelverton. The wool sales continue at the opening prices. The pressure of the money market is subsiding, but consols are Hat at S9£. ' Parliament is prorogued. The Queen's speech declares that strict neutrality is to be observed in American affairs. Sugar quiet. Au interruption has occurred to the telegraph line in the Persian Gulf—and it is feared the submarine cable is seriously damaged. Akiuvals. —Australian and Liberator.
