COLLISIONS.
To the Editor of the Kew Zkat.axd Heralp. Sii:, —The recent collisions ivliieli have happened in this gulf has called public attention to tlie necessity of enforcing the regulations for preventing collisions at sea. as issued in the Merchant Shipping Act of ISG2. By virtue of this Act these regulations apply, to all ships, whatever their nationality, within the limits of British Jurisdiction, and to British and French vessels, whether within British jurisdiction or not. I believe this Act is in force here, as I find it oft 11 quoted before the Kesident Magistrate, but I cannot ascertain whether the authorities here see it carried out as regards lights. 1 would suggest that the Officers of Customs, before they clear a vessel outwards, should ascertain if she is furnished with proj.er lights, and knows the rules of tlie road.
