The AngUain Dloceian Synod to-day passed a bill to establish St. Paul's as a cathedral and constitute a chapter. The City Council to-night accepted tho tender of It. H. Leary to convert tho debentures. Tho Mayor, at tho request of the Coloni.il Secretary, presented Constable G. P. BLuichard with tho Australasian Humano Society's bronzo modal for attempting, while a member of tho permanent artillery, to save lifo ab LytteU ton.
