THE POPE AND THE POWERS.
The Pope in bis Allocution of the Consistory held on March 27, protested against the recent ceremony of laying the first stone ol the monument to the" late King Victor Emmanuel in the Capitol, and strongly censured the Italian government and the foreign diplomatic body for taking part in it. Cardinal Jacobini, by order of the Pope, has written a note, couched in energetic terms, to the governments of those Countries which have diplomatic relations ■with the Holy See, protesting against tneir re«pec ire Amtgs-a iora, at the ceremony of laying the foundation Htone ot the monu ment to the late Kiuir Victor Emmanuel their bif natures to the record of the pro ceedings which was placed under the stone.
