Received May 29, at 2.15 p.m, Melbourne, May 28. Mr Service's reply to the Hon. R. Stout's circular on the subject of federation, has been made public. Mr Service expi esses regret that the New Zealand government did not formulate their views earlier. He states that the Federal Council as proposed, would in no wise interfere with the local autonomy of the respective colonies. Mr Service concludes by expressing his conviction that the Federal Council, if deprived of power in legislation, would be no better in result than the recent conference,
