GENERAL SUMMARY.
The French Government has issued a Circular to the representatives of foreign courts on the prcecnt state of affairs. It is pacific. Peace betweon Prussia and Saxony is not yet concluded, Saxony giving no signs of adhesion. Conferences between the Plenipotentiaries. The American cotton crops aro reported to be very bad. The Liverpool and Manchester markets are firm, and prices advancing. Enthusiastic meetings in favor of Reform aro still being held in the metropolis and provinces. A treaty of Alliance has been concluded between England and Madagascar. There has been a terrific explosion in Chatham Dockyard. Two mon -wore killed and thirty injured.
