The Emperor went to Biarritz on tho 20th of September. His health greatly improved there. M. Drouyn Dc Lhuys has resigned his post us Minister of Foreign Affairs, but has been appointed a member of tho Privy Council. He is succeeded by tho Marquis Do Maustacr. Austrian retrenchment lias commenced. The Court expenditure has been reduced one-half; the army is to bo reduced to a peace footing. Tho German population of Austria are taking steps for preserving their connection "with Germany. Sorious disturbances have taken place in Sicily. Tho insurgents took up entrenched positions in Palermo. Government acted with groat onergy. Troops wero landed, nnd after several days' figh'ing obtained possession of the city, dispersed" the insurgents, and arrested one hundred of them. A largo quantity of firearms were seized.
