Mangonui County Council.

At tbo meeting of the above, held in the Council Chambers, Mangnnui, on Thursday last ut 2,30 jn.m., there were present Crs. Wilkinson (Chairman), Pearson, Powell, Masters, Bray and Thomas. The minutes of the previous meeting ■P were read and confirmed. Proposed by the Chairman, seconded by Cr. Masters : That the County Solicitor be empowered to watch legal proceedings in the B.M. Court regarding Mr. J. Frear’s fencing actions and to protest against any fencing being erected on the road. (Carried). f A deputation consisting of Messrs. T. S, Houston, G. It. Evans and Walter Masters waited on the Council with reference to the "Heavy Traffic” By-laws. Objection was taken te By-law No. 1 compelling all vehicles engaged in heavy traffic to have wheels with tyres of not lees than six inches. After a most lengthy discussion, extending over three hours, during which prosecutions in course, and pending, under the by-laws were dealt with and the state of the roads came under close consideration, Cr. Powell moved, Cr. Wilkinson seconding: That the Stipendiary Magistrate be asked to adjourn cases brought, under the " Heavy' Traffic ” By-laws until next Court; and that a poll, by post, of the ratepayers in the . Herekino, Kaitaia uud Houhora Hidings be taken as to whether or no the by-laws shall remain in force in those Hidings, provided that no vehicle with tyres of less than three inches in width be used until the ratepayers’ decision be arrived at and is made public per medium of the next Council meeting. This war oarried on the casting vote of the Chairman, Crs. BoweU, Thomas and Wilkinson voting for the motion and Crs. Pearson, Masters and Bray against. Cr. Masters attempted an amendment . limiting the weights to be carried by the various vehicles, but this was not put, thera being no seconder until after the Chairman was actually putting the motion to the Council. At the instance of the Chairman, aeconded by Cr. Powell, it was decided to inform Mr. Evans that the matter of repairs to the California Hoad was in hand at the time of his petition in that regard, It was agreed Jo pay Mr. W. Maria ten shillings for removing a dead horse from the public rood. On the motion of Cr. Wilkinson, seconded by Cr. Brov, it was decided to acknowledge Mr. Evans’s letter re Unahi road and Mr. Watts was instructed to inspect the road, report and do any absolutely necessary work. Proposed by Cr. Powell, seconded by the Chairman : That Mr. Fortnam’s letter re his son be received and that Or. Thomas enquire into the case; an offer of ten shillings per week Charitable Aid to be made and the North Auckland Hospital and Charitable Aid Board to be written with a view to getting tho son admitted into a home. (Carried). The Engineer was instructed to confer with Mr. H. H. Thompson as to Gardiner’s bridge and to take such steps as was jointly deemed necessary. Cm. Bray and Thomas were responsible for a motion directing the engineer to report, at next meeting, on an application from Mr. A. P. Matthews for i’lo for digging an outlet drain on the California road. The thanks of the Council were tendered to Mr. H. H. Thompson for a letter regarding the damage to Waitomo Bridge (Ahipara-Herekino road), repairs having since been made. A letter from Mr. Thompson with reference to compensation on the Double Oossing to Kaitaia Dairy Factory road line was "received.” Cr. Powell moved, supported by Cr. Bray: That Mr. H. Masters’s letter be received and that the Clerk write to Mr. Vercoe quoting the Act re width of tyres to him; enquiry to be also made as to h the width of tyres on vehicles used by Mr. Yercoc. (Carried). Mr. W’atts was instructed to inspect Mr. G. Foster’s road and was given authority to expend not more than T 3 on necessary repairs. At the instance of Cr. Thomas, seconded by Cr. Masters, tho matter of the Fairburn cemetery site was loft over for report by Ci. Pearson at next meeting. A part of the quarry reserve is asked for by Fairburn residents. He the Awanui Wharf site it was agreed to send a strongly worded wire to the Premier for assistance in accelerating the arrangement of the official transfer; Messrs. Thomas and Pearson being primarily responsible for tho motiou. For work on D. Kitchen’s road the sum of twenty-six shillings was passed for payment. The Mangonui Hospital report was received. On the motion of Cr. Thomas, seconded by Cr. Bray, it was resolved that Mr. C. Crene’s account of i’l for burying a dead horse bo dealt with by Cr. Masters, the Council refusing to pay more than ten shillings for such service. It was proposed by Cr. Masters and seconded by tho til.airman : That the Council suggest to the North Auckland Hospital and Charitable Aid Board that they make a test case of their claim against Mr. Olsen for Charitable Aid and that proceedings be taken promptly. (Carried). A letter from the Acetylene Gas Company was considered and it was resolved strongly recommond the North Auckland Hospital and Charitable Aid Board io instal a gas plant at the Mangonui Hospital. The Chairman moved and Cr. Pearson seconded : That Mr. Watts be instructed to take action re gorse on the County roads and that he be empowered to employ men to clear same uftcr, giving due . notice to the landowners responsible for F such clearance. Notice of the Council’s t intantisn to enforce the clearance of b gorse to be posted in the post offices , throughout the County. (Carried).

At the instance of Cr. Powell, seeonded by Cr. Masters, it was agreed that all monies paid between meetings be paid by committee and a minnte of such payments (to be read at each Council meeting) be kept.

Mrs. Max Hamm’s Charitable Aid was increased to fifteen shillings per week, for the winter months. Accounts to the amount of £SOO were passed for payment. Notice or Motion. Cr, Powell gave notioe that at the next meeting of the Council it was his intention to move: That the boundaries of the Ridings be forthwith altered in order that a soveuth Riding be oreated. Council rose at one o’clock on Friday morning.
